Die harte 100%-Sanktion gegen Dauerverweigerer wurde laut IAB von April 2024 bis Juni 2025 bundesweit nur im niedrigen zweistelligen Bereich verhängt; 60 befragte Jobcenter meldeten null dokumentierte Fälle. Gemessen wird, wie oft Jobcenter sanktionieren, nicht wie oft Menschen tatsächlich Arbeit ablehnen. Die Bertelsmann-Befragung (LEBez, Dez 2025, n=1.006) zeigt: 57% suchten zuletzt nicht aktiv, aber 74% davon nennen Gesundheit als Grund, 22% Kinderbetreuung oder Pflege, und 49% sagen, es gibt schlicht keine passenden Stellen. 45% der Bezieher haben eine psychische oder chronische Erkrankung. Und 43% haben vom Jobcenter noch nie ein einziges Jobangebot erhalten. Die 100%-Sanktion von 2024 sollte laut Gesetzesbegründung 170 Mio € jährlich bringen; laut IAB wurde sie so selten verhängt, dass die tatsächliche Einsparung faktisch null ist.The BMAS draft legislation puts savings at €850 million per year, one twentieth of the promised €15 billion, and only under the assumption that 100,000 people permanently leave the benefit rolls.
